ACTIVITY TOWARDS MEDICINAL & AROMATIC PLANTS-CULTIVATION

The Institution has decided to implement general, commercial, medicinal and aromatic plants cultivation among Farmers with a view to increase their purchasing-capacity and self-employment of our representatives. Aims and ambitions of the programme shall create awareness among Farmers towards medicinal and aromatic plants cultivation and to make determination of mediation. This cultivation commences not only an another green revolution but it will increase multiplicity purchasing-capacity of Farmers also. It can be practised by taking a small part of land for medicinal , aromatic & commercial cultivation. It has been cultivating, successfully in southern India for last twenty-five years. Consequently, southern farmers are far better than northern and eastern farmers, comparatively through commercial, medicinal and aromatic plants cultivation. In present time, Government has also taken effective step for awareness among Farmers towards medicinal and aromatic plants through horticulture mission.

For successful operation of the programme, a permanent unit of — “Fundamental Agro Science Centre”
will be established at Panchayat, Co-Panchayats, Blocks, Co-Blocks, District, Region and Zone level as per
regulations of the Institution. But, before establishment, educated representatives shall be selected on package payment system of different scope level but they shall be of different qualification according to their designation. Farmers shall be selected, indirectly by these selected representatives for cultivation of medicinal and aromatic plants. Institution has many series of medicinal plants and these can be cultivated, easily in garden or at very close and of cottage and residential area (thirty- feet x fifteen-feet) of Farmers. The sufficient possibility for the cultivation of those medicinal plants are stood as follows- Vanilla Cultivation, Belladonna Cultivation, Jaitroufa Cultivation, Stone Flower Cultivation, Basil Cultivation, Mint Cultivation, Aloe Vera Cultivation, Nux Vomica Cultivation, Arsenic Cultivation, Yeast Cultivation, Saffron Cultivation etc. 

In first stage— the Institution is going to entertain Vanilla-Cultivation Programme and secondary Belladona-Cultivation. Farmers shall get yield about rupees two lac up to three lac every year through five Vanilla Plant Cultivation, only. Thus, this cultivation will control—pollution, atmospheric balancing, create opportunity of self-employment for representativess and also increase purchasing-capacity of Farmers. Therefore, it is expected that the programme and creative step of the Institution must be inspired to Representatives & Farmers. Dry Creeper and Pods of Vanilla shall be marketed at fifty percent less than present market price of production period through mediation of the Institution. Package & Office Rent will be paid after three months production & marketing of Creeper and Vanilla-Pods. But, bonus will be payable in a lumps amount after twelve months production & marketing of Creeper and Pods every year. In absence of cultivation and failure of the Programme, no any declared packages, office rent and bonus will be provided to representatives. Dry Pods production of Vanilla plants have been calculated on the basis of per plant three/four kilograms since cultivation up to four years but Creeper have been calculated six kilograms per vanilla plant two times, only.

Note :— (i) Upper age for Backward-Classes, Other Backward-Classes, Scheduled-Caste and Scheduled-Tribe has been determined up to thirty seven years, thirty eight years and forty years, respectively but efficient manpower are legible after forty years also. (ii) Instalment of Life Insurance Policy and Office Rent will be package-wing but, Package & Office Rent payment will be yearly system, respectively. (iii) Bonus & Package will be counted on be basis of production of Creeper and Pods. (iv) Session for Package and Rent payment will be January, April, July and October which will be applicable after one year of marketing. (v) Amendment will be continued as per requirements time to time and all of you are liable to assume it. (vi) All our Representatives and Farmers shall be under centralized Bank Account with our banker SBI and they will be insured by SBI General Insurance at their own cost, compulsory two months before delivery of vanilla plant cutting. (vii) After production of Creeper and Pods, management and goods movement charges will be collected from farmers rupees five up to ten percent individually as per expenditure of management charges, carriage inward and carriage outward for marketing and but moisture will be deducted by ten percent from production of Creeper and Pods of vanilla Plants also. (viii) For time being, package has been declared on production of creeper but another package will be declared before production of Pods. For highly mobilisation of the programme at grass-root level, fifty farmers shall be selected at each Panchayat-Assistant jurisdiction level. A Panchayat-Supervisor will be selected either on twenty-four Panchayat Assistants or three /four panchayats level, compulsory. Further, a Block Co-ordinator will be selected on minimum sixteen panchayats or ninety-six Panchayat-Assistants with four Panchayat-Supervisors, compulsory at each block level of a district. A Co-ordinators General will be selected on minimum four blocks having sixty-four panchayats, four Block Co-ordinators, sixteen Panchayat-Supervisors with three hundred and eighty-four Panchayat-Assistants, compulsory. For a district programme unit, a District Co-ordinator will be selected on minimum sixteen blocks, two hundred fifty-six panchayats in which four Co-ordinators General, sixteen Block Co-ordinators, sixty-four Panchayat-Supervisors and one thousand five hundred and thirty-six Panchayat Assistants should be, compulsory. At the combination of three districts, a Regional Co-ordinator will be selected on minimum forty-eight blocks, seven hundred and sixty-eight panchayats in which three District Co-ordinators, twelve Co-ordinators General, forty-eight Block Co-ordinators, one hundred and ninety-two Panchayat Supervisors, four thousand six hundred and eight Panchayat-Assistants should be compulsory. Similarly, number of farmers shall be under related jurisdiction– a Panchayat-Assistants, a Panchayat Supervisor, a Block Co-ordinator, a Co-ordinators General, a District Co-ordinator and a Regional Co-ordinator should be fifty, twelve hundred, four thousand and eight hundred, nineteen thousand and two hundred, seventy six thousand and eight hundred and two lack thirty thousand and four hundred, respectively. Further, to entertain the programme, every farmers shall get free five Vanilla-Plants, only but overhad expenses i.e. labouring, cutting, storing, refrigeration-housing, ice-packaging, vaccination, packing, transportation and management charges will be applicable and it will be paid by Farmers i.e. rupees seventy-five per vanilla plant cutting as per conditioned of manifesto at a glance, individually and accordingly this number of farmers and plants shall be relevant to each jurisdiction level of each representatives, compulsory. In primary stage, a Vanilla plant provides dry pods production three/four kilogram every year between one to four years. But, since five years this plant provides pods production five/six kilogram every year up to fifteen years. In absence of less number of farmers, representatives,vanilla plants, panchayats, block, co-blocks, districts, region and zone level package and bonus will be less/excess in proportional ratio. So, please, try to the best of your capacity to maintain relevant number as above stated. In this way, we can entertain the programme at grass-root level for the same. This cultivation ensure to increase purchasing-capacity of farmers and create opportunity of self employment for representatives. Thus, “If we travel for generating awareness among Farmers towards general, commercial, medicinal and aromatic plants cultivation with a view to mass development at the grass-root level then the day is not for away when the yawing gap between Rural-Bharat and Urban-India is a abridge and the vision of a proud and prosperous India is realized.”
